  • 353c677: Fix CSV consent exports that stalled forever or failed on nested provider/tracker columns.
    • Count batch failures per batch instead of resetting a job-wide stall counter whenever a different batch fails, so rotating failures still trip the terminal stall threshold.
    • Scan job status objects by list metadata and resume across cron ticks, so completed jobs do not hide stuck exports and jobs past the first list pages are still healed.
    • Stop healing jobs that have made no progress for more than 6 hours. Mark them failed instead of re-enqueueing, so abandoned requests are not completed days later.
    • Fetch scalar consent columns and nested providers/trackers in separate R2 SQL queries. Selecting List<Struct> columns together with ORDER BY was failing with error 40004 and aborting the export. Fail the page if nested rows are missing so the zip cannot ship empty provider/tracker columns.
    • Stamp ZIP entry modification times instead of leaving the DOS fields at zero (displayed as 1980-00-00 / Nov 30 1979), and set the data-descriptor flag on both the local and central headers so readers agree on where CRC/sizes live.
